Resolution of Ministry of economy #46 from May 31, 2011 allows entrepreneurs to define rate of costs and tariffs for production (goods, works, services)by themselves in accordance with supply and demand apart from those, that under state regulation in accordance with list, approved by Presidential Decree #72 from 25.02.2011. However limitation of mark-on still remains in accordance with resolution of Ministry of economy from 10.08.2008.

Belarus. National teleconference of regional business associations #4 (62) was held on April 1, 2011 with participation of 68 representatives of 12 cities of Belarus (Brest, Bobruisk (Mogilev region), Mogilev, Schuchin (Grodno region), Vitebsk, Grodno, Gomel, Mozyr (Gomel region), Borisov (Minsk region), Jlobin (Gomel region), Molodechno (Minsk region). At the session were discussed issue of regional representatives participation in sessions of consultation councils and expert groups, founded by government. On March 24, 2011 chairman of MCAEE Vladimir Karyagin made a business trip to Mogilev where took place interregional cooperation forum “Partnership and cooperation – Mogilev 2011”. During his report leader of general business – associations of Belarus told about world knowledge of subcontracting development and underlined that MCAEE is one of initiators of its development in Belarus.
Consultative and coordination session (CCS)of business communities at Council of entrepreneurship development on March 17, 2011 submitted an appeal that Regulation of National bank and Ministries council on foreign currency limitation during payment for import will substantially worsen conditions for entrepreneurship and violate Decree #4. Vladimir Karyagin participated at session and supported appeal of participants to Government about cancellation of this Regulation. On March 18, 2011 MUEE sent a letter to Vladimir Makei, Head of Presidential administration, with offer to support an appeal of CCS participants. Information about it was directed to mass media representatives.
On March 2, 2011 at “Assembly of business circles of Belarus-2011” jury announced the results of content “Best city for doing business in Belarus”, handed diplomas and prizes. The winners are: 1) Polotsk (Vitebsk region) http://en.wikipedia.org/wiki/Polotskamong cities with population over 50 000 people 2) Ashmiany (Grodno region) http://en.wikipedia.org/wiki/Ashmianyamong cities with population less than 50 000 people.
12th “Assembly of business circles of Belarus. Time for specific actions” took place in Minsk on March 2,2011 in business center of Viktoria hotel. 364 people including heads and founders of enterprises, 315 IEs, and 32 representatives of authorities. There presented representatives of general branches of authority: House of representatives and Council of republic of National assembly of Belarus, Committee of state control, ministry of economy, ministry of communications, ministry of architecture, ministry of finances, ministry of taxation, ministry of justice etc. and also state committees on standardization, customs committee, representatives of republican labor arbitration, local authorities – regional and district executive committees.
On February 18, 2011 the first vice chairman of MUEE Viktor Margelov participated at session of Presidium of Council of Ministers of Belarus. Reports “Program of government for 2011 - 2015”, “Implementation of Decree #4” were made by deputy prime minister Sergei Rymas and minister of economy Nikolai Snopkov. During discussions Viktor Margelov marked that some of legal acts, that were developed for implementation of Decree #4, are not shown to experts of business community. This refers to changes in Decree # 510. Special seminar for governing bodies aiming information on optimal ways of Decree realization must be organized. Viktor Margelov underlined that mechanisms of realization for item 2.6 of Decree #4, in accordance with which renters must have a right for premium real estate purchase, must be carefully developed.
