12th  “Assembly of business circles of Belarus. Time for specific actions”  took place in Minsk on March 2,2011 in business center of Viktoria  hotel. 364 people including heads and founders of enterprises, 315 IEs,  and 32 representatives of authorities. There presented representatives  of general branches of authority: House of representatives and Council  of republic of National assembly of Belarus, Committee of state control,  ministry of economy, ministry of communications, ministry of  architecture, ministry of finances, ministry of taxation, ministry of  justice etc. and also state committees on standardization, customs  committee, representatives of republican labor arbitration, local  authorities – regional and district executive committees.
 
At  Assembly participated representatives of 17 international economic  organizations and embassies, including IFC, USAID, embassies of USA,  Italy, Poland, Hungary, Slovakia etc. work of Assembly was covered by  representatives of 37 mass media: all TV channels of country, Belarusian  and foreign information agencies, leading internet portals and  newspapers. At Assembly participated leaders and heads of business  associations: Vladimir Karyagin, Georgy Badei, Viktor Margelov, Nikolai  Silinov, Sergei Skvorchevsky, Alexander Kalinin, Tatsiana Kozlovskaya  and others.  During Assembly draft of National business  platform-2011 was studied in details, first of all offers and solutions.  15 reports were presented by representatives of authority and business –  associations (Committee of state control – chief of department Natalia  Davidko, deputy minister of economy – Andrei Tur, State committee on  standardization – the first vice chairman – Viktor Nazarenko, Higher  economic court – the first vice-chairman – Vasili Demidovich), economy  expert (Leonid Zaiko). Over 20 entrepreneurs – heads and founders of  enterprises, including representatives of regions, made certain  proposals on perfection of business climate and to draft of NBP-2011. At  Assembly jury announced the results of content “Best city for doing  business in Belarus”, handed diplomas and prizes. The winners are: 1)  Polotsk (Vitebsk region) among cities with population over 50 000 people  2) Oshmiany (Grodno region) among cities with population less than  50 000 people. 
 
Participants admitted necessity in 1) active support of  economy liberalization processes and reforms in Belarus; 2) support of  small, medium and big business and business environment in Belarus; 3)  creation of conditions for input into Belarusian economy from doing  business; 4) development of public-private partnership; 5) role of  business-associations increase. Resolution of Assembly admitted draft of  NBP-2011. All business-associations were invited to direct their  representatives to editors council and coordination council on  implementation of NBP-2011. All offers should be mentioned and text of  NBP-2011 has to be printed until April 1, 2011 and placed on web-cites.  Participants of Assembly addressed all business-associations to  participate actively in advancement of NBP-2011 ideas, called to  representatives of authorities pay attention to offers of NBP during  creation of documents, directed to implementation of Decree #4 and  economy liberalization. All entrepreneurs, heads and founders of  enterprises were offered to: 
1) make their proposals to Decree #4  implementation plan till March 15, 2011; 
2) join business-associations.
