Only 169 individual entrepreneurs from more than 200 thousand have passed through re-registration procedure into the private unitary enterprises (PUE). Such information was given by the deputy minister of economy of Belarus Andrey Tur at press conference on September, 26.

Individual Entrepreneurs have only one and a half month (till November, 10) to change their status. If it does not occur after the named date the process of transformation IE into the legal person will occur not under the simplified scheme, but in accordance to general practice. For those who will not want to leave status IE, since January, 1st, 2008, according to decree requirements № 760, is able to employ workers only from the members of their family.

The deputy minister of economy has noticed, that "nobody is going to destroy individual entrepreneurs as a class". Norms of decrees 760 and 302, according to the deputy minister, operate within the limits of state policy strategy in small business development. "Individual entrepreneurs should develop to become more powerfully. It is impossible to be all time in small or short panties".

The deputy director of Department for Entrepreneurship of Ministry of Economics Evgenie Semenov has noticed, that preparation of all documents for transformation IE into PUE occupies only 10-12 days. Thus the official has agreed that the taxation for PUE will be a little higher than for IE.

For the 1st of August, 2007 the sum of tax revenues from the subjects of small business has made 1450.2 billion Br, individual entrepreneurs – 411.3 billion Br.
The sum of incomes from legal persons - subjects of small business has made 10.1% from total amount of the incomes supervised by tax bodies.
The sum of taxes of the specified size (411.3 billion Br) has been paid by 201.6 thousand individual entrepreneurs.

On September 22, the track and field athletics semimarathon "Autumn leaves" has taken place in the Sovietskij area of Minsk round the Tsnjansky water basin. Run distances: 21 km and 95 m - for the participants at the age of 18 and older. The semimarathon "Autumn leaves" was organized for the purpose of popularization of a healthy way of life, development of sports communications, to attract children to sport and to reveal sports talents. The track and field athletics semimarathon was organazed for the first time in an ecologically pure natural zone of Minsk.
The sponsors are MCAEE, Local fund of supporting and organization of the Minsk international marathon, Administration of the Sovietskij area of Minsk, Club "Мэта-42". More than 100 people have taken part in the track and field athletics semimarathon.

Small and medium business in Belarus represents the sector of economy which gradually increase its contribution to the general economic growth. It exists in two forms: legal persons (small enterprises) and entrepreneurs without legal person formation (individual entrepreneurs). Small enterprises are enterprises with the average number of workers: in industry and transport - up to 100 persons; in agriculture and research-and-production sphere - up to 60 persons; in construction and wholesale trade - up to 50 persons; in other branches of industrial sphere, public catering, consumer services of the population and retail trade - up to 30 persons; in other branches of non-productive sphere - up to 25 persons.
Specific weight of the Gross Domestic Product (GDP) made by representatives of SMB in 2006 was 8.8 % (in 2005 – 8.1 %) in total amount of GDP. 8.1 % (7.6 %) of the goods and services of the total quantity; 7.5 % of total amount of production (works, industrial services); 10.2 % (10.1 %) of total amount of retail commodity circulation, including public catering; 23.9 % of total amount of the foreign trade turnover were made by representatives of small business. The part of small business in total amount of gain from realization of the goods, products, works and services in the national economy in 2006 has made 22.8% (in 2005 – 21.2%)
Small enterprises provide 22.8% of the total revenue from realization of the goods, works and services. 9.2% of the total number of the occupied population (taking into account holding of more than one office – 11.0%) work in this sphere of economy.
The quantity of small enterprises of all patterns of ownership for January, 1, 2007 has made 36217 enterprises, including 2022 country farms.

On August 27, 2007 Minsk city executive committee gave the certificate of state registration of the noncommercial organization, the Association of Legal Persons “Republican Confederation of Entrepreneurship”. The date of registration of the Association is August 23, 2007.

The first half of 2007 saw Belarusian economy continuing to perform rather well.

- Belarus’ Gross Domestic Product grew 8.6 %. This rate keeps Belarus in the lead among the closest neighbors. The reference guide of the Eastern Committee on German Economy (Central and Eastern Europe, Yearbook 2007) indicates that in terms of GDP per capita Belarus (5,852 Euros) comes out ahead of most CIS countries and several new EU members, in particular, Bulgaria (3,270 Euros) and Romania (4,500 Euros);
- The Industrial Output grew 7.7 %. The chemical and petrochemical industries showed a growth of 118 %, engineering and metal working – 112.6 %, building materials output – 114.9 %;

Unite Business!

Entrepreneurial associations have decided to unite in one structure. Over 20 associations have become the founders of new confederation. Minsk Capital Association of Entrepreneurs and Employers, regional business – associations of Brest, Vitebsk, Grodno and Mogilev, Republican trade union “Sadruznast”, regional ESC, and other organizations were among them. This organization would be named the Republican Confederation of Entrepreneurship. Constituent Conference had held some days ago. It underlined something that is very deficient for entrepreneurial associations. It is staring on development of small and average business in regions.

 On August 2, 2007 in Minsk a constituent agreement of non-profit organization, Association of legal persons “Republican Confederation of Entrepreneurship” was signed. Authorities and audit commission were elected during Constituent Conference. Minsk Capital Association of Entrepreneurs and Employers, regional business – associations of Brest, Vitebsk, Grodno and Mogilev, Republican trade union “Sadruznast”, regional ESC, and other organizations were the initiator of Confederation foundation.

Press service of the Ministry of Economy reported that the quantity of individual entrepreneurs in Belarus for July 1, 2007 had become 200.4 thousand individuals. From the beginning of this year IE quantity increased by 8.6 thousand individuals or 4,5%. Total sum of tax inpayments from individual entrepreneurs in January – July became 340.5 billion BLR.

On the 5th of July our Association has had a meeting in the Association office with the general director of program PUM Mr. Thijs Van Praag and the First Secretary of Embassy of the Kingdom of the Netherlands in Warsaw Mr. Mauritz Verheijden. The main point of the meeting was possible realization of PUM program in our Republic. This program is financed by Netherlands government, EU and UN, and is aimed to support business development in different countries.
